On June 19, 1865 thousands of Union Troops arrived in Galveston Texas to announce to more than 250,000 enslaved African Americans in that that they were free by executive decree. The Emancipation Proclamation was made in 1863, but it was not implemented in places still under Confederate Control. This announcement declared freedom for all enslaved peoples living in the United States.
